As President and Founder of Granite Government Group fka Greer Government Group, Lisa Davis-Satterlee has over 25 years of federal contract management experience. With 6 years in the Federal Government and 20 in the private sector, Lisa has direct and significant experience with a broad range of federal contract management issues. Prior to establishing Granite Government Group in 2005, Lisa was the Director of Contracts for Technology Integration Group, a Small Disadvantaged IT reseller, and spent 6 years as the Director of Contracts at Micron Government Computer Systems (MicronPC Government), a leading GSA Schedule 70 contractor and Top 3 PC supplier to the Federal Government. Before entering the private sector, Lisa worked for the U.S. Bureau of Reclamation as a Construction Litigation Technician, Civil Engineering Technician and Construction Procurement Technician.

Specific Experience and Accomplishments:

  • Extensive GSA proposal preparation, support and negotiation experience on all GSA Schedules.
  • Manager of Contract and proposal function at MicronPC Government during a period of growth that resulted in the company being the number 2 contractor on the GSA Schedule 70 contract with over $220 million in annual sales.
  • Successfully bud and received award of three major government contracts with potential sales in excess of $2B that achieved average annual sales in excess of $160 million.
  • Provided Federal Market research and contract development services to a broad range of commercial clients including software, hardware and scientific equipment manufacturers.
  • Organized an industry coalition that was instrumental in persuading the Small Business Administration to drop proposed changes to its small business size standards.


  • Coordinated the development and implementation of 3rd party programs responsible for the $70 million in annual sales, including the design and implementation of internal processes and procedures enabling Computer OEM to resell 3rd party products through numerous Government contracts.
  • Successfully researched and drafted Contracting Officer's decisions on the construction contract and reclamation claims. Participated in settlement negotiations of $77 million construction claim. Drafted legislation necessary to implement this unique settlement. Briefed Staffers and helped ensure passage on Capitol Hill.
  • Created a Company Compliance Program and provided mandatory training for Small Disadvantaged Company.  Developed and maintained internal audit program for federal contract compliance.
